How does this process happen from a micro point of view? 

A specific laser works on a specific wavelength, and the laser wavelength that is most easily absorbed by rust molecules is 1064nm. 

This is because the laser of a particular wavelength has a specific vibration frequency, and the rust molecules also have a specific vibration frequency, which will produce "resonance" when they have the same vibration frequency, and the friction between the molecules will generate heat. in a very short period of time, rust molecules reach extremely high temperatures and are vaporized. 

Because the metal substrate has a low acceptance rate of this wavelength of laser, it will not react with the laser. 

Whether it is cauterization effect or vibration effect, its basis is energy transformation, light energy is converted into thermal energy, and thermal energy produces thermal stress expansion and vibration, which complement each other. Without cauterization effect, there will be no vibration effect. Without molecular vibration in the microscopic field, there will be no temperature rise.
